According to NABCA (the National Alcohol Beverage Control Association), the following 18 States/Jurisdictions have adopted the “control” model:

4. Maine
5. Maryland (Montgomery County)
6. Michigan
7. Mississippi
8. Montana
9. New Hampshire
10. North Carolina
11. Ohio
12. Oregon
13. Pennsylvania
14. Utah
15. Vermont
16. Virginia
17. West Virginia
18. Wyoming

While others may not be using the control model and may not require the panel on your cases, the clean standardized layout is still preferred by most retailers/distributors.
 
All provinces in Canada have LCBs (Liquor Control Boards).
